As Antonio mentioned, there is El Corte Ingles. These are a few others:
Cheap Stores in Lisbon to Buy Towels & Sheets
Lidl - they don't have them all the time, but when they do you can get some great deals.
Lojas Chinesas - the Chinese stores have everything and there are plenty of them throughout the city. You can get both there.
Mid Priced Stores in Lisbon to Buy Towels and Sheets
Ikea - there are two locations and they have both.
Primark - Only one location at Columbo Mall, but they have some gorgeous stuff at good prices
Higher End Stores in Lisbon where you can buy sheets and towels
El Corte Ingles - high quality sheets and towels.
Zara Home - very nice sheets and towels.
There are plenty of other local places too, but I think this is a good list to get you started.
