I am currently busy with the Golden Visa Program and am getting conflicting information about the Portuguese Language Proficiency requirements.
Initially I was always told that proving Portuguese Language Proficiency ( level of A2) is necesarry only when applying for Citizenship, and not when applying for Permanent residency, but now I am reading on other website such as sableinternational.com that I need to speak the language to apply for Permanent residency also.
Can you please give me your understanding.

I checked the SEF website and there it says that leads me to believe you need to have A2 proficiency in Portuguese to get your Permanent residency. HOWEVER, I saw no info about this on their page for the Golden Visa (or tons of others I checked), so this may have more lax requirements and be excempt from the language requirements. I'd be happy to connect you to a friend that runs a company that helps people relocate to Portugal. It will make your life significantly easier & they will absolutely have the answers I don't have.
On a happier note, if you have to take it, the test is not so hard. I took the CIPLE A2 Portuguese exam last year and passed with flying colors
