We are trying to figure out if we need to have it before arriving in Portugal or getting it before. Also, do you happen to know the monthly cost? My husband has his own insurance from his job but I am not fully covered.

Thanks for reaching out with your questions about moving to Portugal. I used a simple travel insurance when I moved. My mom did the same thing - she used Tokio Marine HCC - Medical Insurance Services Group (I don't recall what I used since it was 2 years ago). You need to have travel insurance when you arrive.
The cost of travel insurace will vary according to your provider and age. 4 months cost my mom around $300 for 4 months.
Once you arrive, you will need to get a few things before you get private health insurance in Portugal.
